Abstinence-Only Programs Extended For Three Months

On September 27, Congress passed another extension (HR 3668) of the Title V abstinence-only-until-marriage program through December 31.  The extension, which also included an extension of the Transitional Medical Assistance program, passed the House by voice vote and by unanimous consent in the Senate.  While the original House bill to reauthorize the State Children's Health Insurance Program included several improvements to the Title V program, these were stripped from the compromise SCHIP bill Congress passed and sent to the President.  The improvements required that the Title V programs contain medically and scientifically accurate information, allowed states the flexibility to use funds for more comprehensive programs (that include discussions about abstinence and information about contraception), and also required funded programs to be effective at decreasing teen pregnancy, STD, and HIV/AIDS rates.  House Energy and Commerce Committee Chairman John Dingell (D-MI) released a statement on the lack of fixes to Title V.  The Title V abstinence-only program provides $50 million a year to states, with a required state match; 11 states have rejected the funding, many following state evaluations that found the programs ineffective.
